Playing Devil's advocate, I never heard him say they would "pay for all of it". Just that they would pay for it. One can throw in the world "all", just as another could throw in the word "some".

 

Personally, if you are using the money that is set aside for their aid, then I'd think that would be considered them paying. Maybe they aren't giving us dollars but it will take a toll. Twisting his words to have a different meaning, maybe he's more politician than we all thought lol.

I agree, he definitely put it out there as they are paying for the whole thing. He may not have said it exactly like that but it was implied.

I think Trump just had a play on words with his "they will pay for it" talk. He will now say that although Mexico is not actually writing a check that they're still indirectly paying for the wall from the money the US is going to be saving in other ways with his new policies related to dealing with Mexico.

This is what I was trying to say. While I'm sure he meant they would literally pay for it, you can still spin it in a way that they are paying for it because they are no longer receiving the aid and that money is going towards the wall.

I don't really care how we pay for the wall. I think it's probably money well spent compared to the other things we waste it on.

So Mexico isn't paying for it... Like we all knew.

 

I don't think he ever said how or when they will pay for it. He just said they will pay for it. It's all about context. Whether they write a check, or take a hit from American businesses jumping ship and not relocating to Mexico, they're still paying for it. The fact that they want to negotiate with him about it says that they can already foresee that they are about to take a major financial hit that will benefit the United States.
