Nothing certain about that statement at all. If America spends $1 on the construction of a wall, Mexico didn't pay for all of it.

I'm very skeptical personally, but felt it was worth pointing out.

One can throw in the world "all", just as another could throw in the word "some". Personally, if you are using the money that is set aside for their aid, then I'd think that would be considered them paying. Maybe they aren't giving us dollars but it will take a toll. Twisting his words to have a different meaning, maybe he's more politician than we all thought lol.
