Actually, the GOP is targeting minorities and college kids in its voter-suppression efforts. If they could figure out a way to also include women, I'm sure they would.
February 2, 201610 yr I don't believe Republicans have to offer more/bigger programs to win women and minority voters over, but they have to take those groups and the issues they care about seriously. Thus far, it's been more lucrative to disparage them. As Dick Armey said "you can't call her ugly all year and expect her to go to prom with you."
