He is not one of Santa's reindeer. There are supposed to be 8. It's like saying Ricky Vaughn is an all time great for the Indians. A Hollywood creation.

I think the confusion comes from the fact that Santa operated for years without Rudolph or a need for Rudolph. Then one foggy night Santa said "Rudolph with your nose so bright, will you lead my sleigh tonight" On non-foggy Christmas Eve's Rudolph isn't needed and he just chillaxes at the crib, that's why most years you don't see Rudolph with Santa and the other Reindeer.
