As a matter of fact, it could be almost any bill filed so far, since the members of both chambers are more concerned about politics than legislating good laws. And people wonder why Kentucky ranks so low in so many quality of life categories.

Like spindoc said, it has it's winter cost so will look considerably heavier then it probably really is.
