I think it could. Powell is someone who is respected and admired amongst both parties. I think that as easy as it was for some to choose Romney after the first debate the same could be said for those who choose Obama because of Powell's endorsement.

I doubt if endorsements make anyone change their vote but when added to other factors they can be a boost. This one is certainly a boost to Obama.
