Australia teams vs. Oak Hill for example

Why does the KHSAA not allow Kentucky teams to play private teams from outside the state if they are not sanctioned (i.e. Oak Hill, prep schools, etc.)? On the other hand, they allow Kentucky teams to play Australia teams which are on summer vacation and usually made up of players on traveling AAU teams so to speak. This is not even the Australia's teams regular schedule. How does the KHSAA know or think that the Australia teams are sanctioned or if it is there regular high school team and not a traveling all star team on summer break. I don't understand the KHSAA's thinking on allowing one but not the other. We use to have some good matchups with Oak Hill. I hope I made sense on this matter.:confused:
