Hill has said he didn’t tell them who he was. Of course, I’d take anything he says with a grain of salt.

I saw that too but he approached the officers while they were conducting official business.

Correct. Is it normal for someone to be handcuffed if they come up on a scene? I would guess it depends on the circumstance.

Right, depends on the circumstance.  I would warn them away from the scene and if they disregarded that warning they would not only be handcuffed they would be arrested and lodged in jail.
