MAJOR REVISION to KRS 156.070 regarding athletic transfers in Kentucky.

Would you please expand on the bold as it relates to 9th grade and up and then again for K-8?

The current rule that applies transfer rules to grades 9-12 is in KHSAA Bylaw 6. It specifically says grades 9-12. That bylaw just got tossed aside by the new statute. The new statute makes no reference to grade level. It applies to all pupils.

The same way the text of any of the statutes in Kentucky are changed. Unfortunately, beyond that, we are not able to discuss that process any further, as the BGP terms of service absolutely apply h

I want to make sure I understand, if you transfer to a different school in the 7th grade would that mean you have to sit out a year from playing middle school sports?

That is the way I read it. There is no grade specific restriction. A 3rd grader transfers to another school district and does not change residence, they can't compete in interscholastic athletics for one year. Any student ...

KRS 156.070 (2)(h)

Any student who transfers enrollment from a district of residence to a nonresident district under KRS 157.350(4)(b) shall be ineligible to participate in interscholastic athletics for one (1) calendar year from the date of the transfer.

If I understand correctly, if this is 1974 (4th grade), when I transferred from Boyle to Mercer, I would have been unable to play for the Junior Pro Lions.

Sorry guys, just trying to lighten the mood. ?

True, but the NIL money would still make it worthwhile. Free ice cream for the next year at The Local.

Interscholastic means between two different schools.  So I think this only means middle school and high school?  I’m not sure but this needs more clarification.

Keeping in mind BGP's core purpose as a sports-discussion community, discussion of the the managing bodies specifically serving over high school, college, amateur, and professional sports leagues (KHSAA, NCAA, IOC, MLB, MLS, NBA, NFL et al), along with the officers, officials and the titles held by the individuals within those organizations is permitted on BGP. Similarly, high school and college/university administrators and officials, when discussed in a strictly non-political manner, are all permissible on BGP.

At what grade do schools begin playing schools in outside school districts? That is going to be the factor for a pupil that changes school districts. Again, I am going by a strict reading of the law. The statute does not differentiate by grade. It will only affect pupils who change schools to a nonresident district.

Keep in mind is this statute is about district of residence. If a pupil changes schools within their district of residence at any grade level, I don't see any problem. That means large school districts with multiple schools provide more options for athletes. I don't think a player transferring from Cooper to Ryle is affected by this statute because they never change district of residence - both schools are in the Boone County school district. Then it becomes a district decision. Kenton County schools allow students in Kenton County to attend their choice of the three high schools. This statute should have no impact on a student transferring from Dixie to Scott because they are staying within the district they reside in.

I agree on Kenton County and disagree on Boone County but I am speculating.

The law will treat those two the same. The districts have their own rules they set. There is nothing in this statute that prevents a school district from putting their own district wide rules in place. If Boone County wants to continue with their own internal rules restricting transfers within the Boone County school system, this new statute should not change that.

I agree here but in short nothing will change for Boone County unless Boone County makes a change.

Correct. I only used them as an example of another layer on possible transfer restrictions within a resident district and the new statute impact. Boone County (and every other district with multiple schools)  still has the right to add their own internal district restrictions on their resident pupils on top of the restrictions from the new statute. But let it be clear. Boone County is making that decision. They aren't required to do that by this new statute.

I tried to scan the forum before I ask this question, but I just want to be sure... If a player changes residence to the district does this rule come into effect for him/her? Or is this just for those that live out of district?
