I'm with Lipton B here. In the end, the family found a way to overcome an obstacle...a legal way. That's as black and white as it gets. How one can say they're subverting or teaching their kids to go around the law is baffling to me. If anything, it's teaching the kids to research and adjust their plan to accomplish their goal. They 1) didn't knowingly intend to break the law in the first place and 2) when they found out they were, they became familiar with the law, as well as the Health Department regs, and have now found a way to accomplish their goal without breaking any laws or violating any regs.

I agree with RockMom and Lipton. Plus it's a lemonade stand for crying out loud, Texas never has any kids selling lemonade? Ever? Good for the parents to find a way around it.

I don't see what purpose it serves, but I'm sure the community must have a reason, so I'm not going to say yes or no to that. I'd like to see if it applies to bake sales and such that happen all the time in community centers, schools, PTA's, etc. If the law isn't applied equally, and/or the health department regs aren't equal, then I would be inclined to say the law at least needs to be enforced equally.

I wonder if the popcorn was in sealed packaging, and if so, was it industrially sealed, or in baggies. If in baggies, I could see it as the same as a bake sale.
