They got the paperwork for them and waived the fee. They shut down the stand after the parents decided not to file the paperwork. The police tried to allow the stand to stay open but the family apparently didn't want to file the necessary forms.

Health code wise I am sure they would have technically been in violation.

Potentially. Generally local ordinances will list exemptions. This appears to be a small town that maybe doesn't have the resources to update these type things... so they accommodate by going to get permits, waiving fees, etc.

I was known as a big tipper. If the price was 10 cents the girls knew they were getting a quarter from me.
