  • Good luck figuring those out lol.

  • I think we have talked about this before but how would one define the district of residence for a school like CovCath or does such a thing even exist?  My point being, I suppose you could leave Beechw

Sounds like a mess!

Transferring rules were a mess before the internet was invented. Every year the internet is around they get it muddied. You’d need Ray Babbit to figure it out for us now.

KRS 156.070 is the law that was recently changed to govern athletic eligibility for transfers. Athletic eligibility for transfers previously only been governed by the KHSAA and hadn't ever been governed by state law until the law was enacted in 2022. It took effect this past July.

The nuts and bolts of the change is KRS 156.070(1)(I):

Any student who transfers enrollment from a district of residence to a nonresident district under KRS 157.350(4)(b) shall be ineligible to participate in interscholastic athletics for one (1) calendar year from the date of the transfer.

I think we have talked about this before but how would one define the district of residence for a school like CovCath or does such a thing even exist?  My point being, I suppose you could leave Beechwood and go to Dixie and be immediately eligible assuming you moved into Dixie's district of residence but how would you move into CovCath's district of residence?   Furthermore, if CovCath's district of residence can't be defined (or doesn't exist) how can transfers to CovCath be administered and beyond that how could you deny someone eligibility if there is no way to meet the criteria of the Kentucky Revised Statute (KRS)?  I am so confused... Anyone?

I believe this is how it works going from something like CCH. If you start there and leave you would have to move into the new district you’re enrolling in. If not then you are ineligible for a year.

Example you live in Cooper’s district but enrolled in CCH as a freshman. You then decide to no longer go to CCH but never move. Ineligible for a year.

You live in Cooper’s district and enroll at CCH as a freshman. You then decide to no longer go to CCH but you move into Ryle’s district. You have now moved districts and would be eligible as far as the law goes.

As far as going from public to private I believe you would have to  move out of your current district to a different district to be able to enroll and not sit.

What appears to be the main point is you have to physically move out of one district into another. Then again I could be wrong on all of it.

Apparently there are no rules.

I could be wrong but I believe since private schools receive no public funds they do not have to adhere to the residential eligibility statute.

Not trying to be flippant, but that's definitely news to me, if that's the case.

This discussion always reminds me of NFL experts/officiating gurus all struggling to define what a catch is.

Lol, trying to determine what a "bona fide change of address" is apparently can be strikingly similar to determining "a football move" or "having possession".
