He was off duty and working as a security guard at Krogers. He observed the child placing food items in her backpack. When she didn't stop to pay for them he confronted her and told her to stop. She ignored his commands and continued walking. He then drew his taser and shot her with it in the back. She was arrested and charged with theft and obstructing official business. The charges have since been dropped.

Sounds like Cincinnati Police need to change their policy and training. If training is 7 to 70, then while it was probably poor judgment, she was by policy in the range that he could use it on.

 

If he had tackled her, she probably gets hurt worse. If he grabs her arm and jerks her back to stop her, we are probably seeing photos of her bruised arm and hearing how she was manhandled by this ruthless cop. When dealing with a non compliant 11 year old, there are no good answers.

 

I'm not saying that she should have been tased, my point is that it's hard dealing with kids when they aren't your kids.
