In "Hacker School" it's basically the first thing you learn how to do. It's a denial of service where you overload the servers. Think Battleship: find the boat, then sink it. It's been reported all 30 internet users in North Korea have been affected. Just was listening to an NPR piece on the North Korean outage. They said, essentially, it's only the North Korean one-percenters who even have internet capability to begin with...so realistically, there was no business interruption to speak of, whereas a comparable outage in the United States would leave business losses tallying in the billions of dollars.
