I honestly don't know how your statistics answers the question for the other 75%. I could make the conclusion that 25% of the teams don't even want to play the one seed in the first round, but that statistic wouldn't convince you. It doesn't matter that 25% of the first round games are "upsets" or not, the reality is, the four seeded teams don't want to play the first round knowing that they will just get blown out (i.e. Bracken County). Sure, Beechwood, Mayfield, Raceland, and Pikeville get "their reps", but going against a team like they do in the first round, as inferior as they are, won't help them anymore as their scout team will. And to back that up, I am sure that Beechwood's Freshman or JV team (who are most likely on the scout team) scored at least once against Bracken County.

What about in 4A? Two 0-10 teams made the playoffs because their districts only have 4 teams. Meanwhile Atherton, Moore, Mercer, Rowan all had wins but did not make the playoffs because they are in 5 or 6 team districts.

The only way to fix this is to eliminate them all. You MUST have a win in district play to make the playoffs. I've said it four thousand times and I'll continue to say it: one seed a bye, 2 and 3 seeds play each other, and four and five seeds eliminated.

We have gone from subdistricts to just districts. We have gone from being very hard to get in to being a corpse and still geting in. We have gone from 3 classes to 5 classes to 6 classes. Sometimes we seed the first rounds within a distict sometimes we match that district up against another distric in the first rounds. Sometimes geography and travel costs matter sometimes we don't want to see the same teams we see in the regular season. Sometimes we lump Jefferson County on one side of the bracket, but that guarantees them a spot in the final - other times we want the Jefferson County teams on either side of the bracket, but that gives us the dreaded T/X matchup. Recently we lump the big dominant schools all in a single district and then flip who that district plays every year to limit their damage to schools with less talent and a fragile self worth

 

Living in the Land of the Free it isn't popular to criticize "majority rules", but more often than not the majority are motivated by self interest and lots of times the majority make lousy decisions. A good leader (with some power) might be able to clean up the mess that the majority have created.
