Yes these were around before the playoff system and were used prior to 1958 as part of the way teams were chosen as state championships. However, it was the Dickinson system that was used in the early days to decide who was in the playoffs. The Dickinson system awarded points for beating and/or losing to teams that had winning and losing records. The Litratings were not used to determine playoff teams in KY after 1958.
