I think that the preacher has an agreement with the Terminex cannibals. Preacher/church comes off like having safe haven, so people are drawn to him and the church surroundings.

But he also draws in the victims for the cannibals. In turn, the cannibals leave the preacher alone and won't eat him.

That is his secret.
