The rule of unintended consequences.

 

Lets say Roman Empire got his wish...schools were classified not only for enrollment purposes for some sports (like football), but also classified for closed and open enrollment to further "level" the playing field, the idea being that school with open enrollment have an advantage. Ok, here's the scenario.

 

Scott County now has 4 county schools, Scott Central, South, East and West. All roughly the same size enrollment. Central is the original Scott Co high school, still has a solid sports program. There is open enrollment in the district. Most all the athletes in the County choose to and end up at Central because they have by far the strongest sports programs. Scott South, East and West suffer, and not only are these teams routinely trounced by Central, they also don't compete very well against other schools they play either.

 

Here's the rub. In RE's setup, ALL the Scott County schools would be looked at as being "above" the other, closed district schools of the same size, simply because the Scott Co district is open, when in fact 3 or the 4 schools actually SUFFER because of open enrollment, at least as far as athletics are concerned. So what do you do then?

My perception has always been that good female basketball players who reside in Boone County have no problem playing for the Lady Rebels no matter where they live. Is this a fair perception or is it incorrect? If it is fair, would the Lady Rebels be playing in the "closed" or "open" class?

So here is where this stands from the posts in the thread:

 

1. The only school district we know won't allow out of district students is Boone County.

 

2. All the other county schools listed have a process for an out of district student to ask permission to attend the out of district school. Approval depends on a variety of unknown factors with receiving KEES money from the student's district of residence being one of them.

 

I haven't seen anyone else post in here about a county or other school district that will not allow out of district students.

 

From what I understand, Shelby County does not allow any students that live in another county to attend their schools unless their parents work in the school system, and even then, some schools are so crowded that they may not even allow that to happen. I have family that work in the school system and they have told me they are very strict about this rule due to many schools being at or near capacity (High Schools in Shelby County are 8-12 because of overcrowding in the Middle Schools and Elementary Schools are being expanded.). They have also told me that you cannot attend a school outside of your attendance zone. If you live in the zone for School A, the only way you can go to School B is if you move into that zone. They are also very strict about this rule and there are very few exceptions.

That makes sense. Counties that are growing with close to, or at capacity schools, I can see closing the doors. That is the reason why Boone County is closed. I believe Highlands is closed at this time. Beechwood has some elementary school classes that are closed because they are at capacity. I am sure that is true in other schools/districts that are running at student capacity.

Call me old school or whatever you want, but I played sports in an era when there was a sense of community. Teammates grew up together and played on the same little league teams. There was very little "school jumping". Championships were built from within, not artificially manufactured. In this sad era of HS sports, it seems that the sense of community is lost/gone/missing. It's all about winning at all costs. Everyone wants the ring. I simply think that the playing field should be level for HS contests. That's it, very simple. Why should one school have a distinct advantage over another simply because they have open enrollment? Let them compete against other open enrollment schools. That levels things out. What's so wrong with that? I asked Dale Mueller one time.......Does it give your school an advantage having open enrollment? Without blinking, he said, ABSOLUTELY! No sour grapes here, just believe in level weights, just like wrestling.

 

Regarding the bolded, the only open enrollment schools Mueller had to deal with that I can think of were Scott, Simon Kenton and Dixie. I don't remember them having ANY advantage over a Bluebird team.

Not just ladies basketball. The Rebels have had some football players also.

Because of capacity, highlands is no longer accepting applications for new tuition students starting last year I believe. If you were already paying, you are in but not taking new students.

There are ways to get in Highlands.

Just to clarify, KEES money is the money kids get as a scholarship for GPA and ACT scores from the state...you guys are discussing SEEK money.

Yep. Move to Ft. Thomas. Use a relatives address in Ft. Thomas. Rent an apartment in Ft. Thomas. Otherwise, you can no longer pay tuition and go to Highlands if you live out of district, with the exception of Southgate.
