They were off duty cops, but in last sentence it stated: All officers working on this date were clearly marked with shirts that had "Police" in targe white letters on the back and "Police" on the front left breast. Officers were also wearing duty rigs and B.D.U, pants. Guess they were off duty , but still in uniform?

From reading the report, it sounds like their arrest really had to do with the fact they pushed the police and wouldn't do what they asked. Not from fighting someone else.

Officer Mitchell was at the front door, when he was advised of a fight at the bar inside. Also outside was Harrison County Corrections, Officer James Mabon, who was also working security. Upon arrival at the bar, officers were advised by the bartenders that the subjects fighting went towards the front door. As Officer Mitchell went toward the front door he observed a tall black male, later identified as Terrence M. Jennings, shoving and pushing people around him. At this time Officer Mabon tried to get Mr. Jennings to calm down and leave the building. Mr. Jennings refused to comply and shoved Officer Mabon. At this time Officer Mitchell and Officer Mabon tried to grab Mr. Jennings, and take him outside. Mr. Jennings refused to comply and began fighting with officers.
