December 16, 200817 yr Brossart H.S. freshman Spencer Brown and his dad Steve were up early and off to the mountains of Floyd County, Kentucky, where at 8:30am on Sunday morning, December 14th Spencer bagged this 350-400 pound elk. Spencer was one of only 400 Kentucky hunters to win an Elk Tag, out of 32,000 applicants this season. This elk was estimated to be one and a half years old. Steve reported that the elk would be butchered and supplement the family food supply this winter.

December 16, 200817 yr Are there not buffer zones(counties) anymore where it is still illegal to take elk? Or is that all considered part of the restoration area now? I'm not sure since I haven't put in for a draw in the last couple of years. Anyone?

Anyone?There is still a 16 county buffer zone, the KDFWR calls the Restoration Zone: Bell, Breathitt, Clay, Floyd, Harlan, Johnson, Knott, Knox, Leslie, Letcher, Magoffin, Martin, McCreary, Perry, Pike and Whitley. Within the Restoration Zone, the only way to take an Elk is to be drawn for one of the quota permits. But, as I understand it, you can take Elk in any county outside the Restoration Zone if you are a legal deer hunter and you buy an Out of Zone Elk Permit.

From the KDFW website: Resident Out-of-Zone Elk Permit – Entitles hunters who wish to hunt Elk out of the elk restoration zone during deer season to take one elk. Hunter must be a legal deer hunter.

Scarheel doesn't provide his location, but the strip mine and the elk make me think he is well inside the restoration zone. Therefore if this is true, only lucky lottery winners will get to take a poke at those elk. If Scarheel is indeed outside the restoration counties, then he could run down to the county clerk's office, pick up an out-of-zone elk tag, and run back up and collect his meat for the winter. People often don't believe you can take an elk at arm's length, but his pictures show they aren't exactly a wary majestic critter. It'll take some hunting pressure to put the fear in them.
