You see it all the time these days, its no different than calling a timeout when a kid goes to the foul line in basketball.

It's called startegy, try to make the kicker think about the kick and what it means if he makes/misses it. The coach goes into that knowing that the kid might very well miss it and get a second chance to win the game.
