2027-2028 Football Realignment

Perry County Central High School
Proposal for Football District Re-Alignment

Current Proposed Alignment (2027-2028)
Class 3A Region 7 – East Carter, Floyd Central, Lawrence County, Russell
Class 3A Region 8 – Bell County, Clay County, Knox Central, Letcher County Central, Perry County Central, Rockcastle County

Request
In the proposed alignment for the upcoming football season, Region 8 is the only region in 3A with six teams. Its “sister” region only has four teams. Perry County Central would like to request a move to Region 7 to balance these regions at 5 teams each. We have spoken to many of the teams in Region 8, and all agree that it would be better to balance these regions.

Geography
In reviewing the alignment map on the KHSAA website, it appears that either Letcher County Central or Perry County Central could make this move. However, it is a much better fit for Perry Central to make this move because of overall distances to regional games being shorter. It is also more convenient for Perry Central due to the proximity to Highway 80.

Competitive Fairness
If one region has six teams, then two of those teams will not participate in the playoffs, whereas all teams in the 4-team region will be guaranteed a playoff spot regardless of regular season performance. This could penalize a more deserving team.

Summary
In summary, we (Perry County Central), would like to volunteer to make the move from Region 8 to Region 7 to maintain more balance and fairness across the districts, while maintaining consistent geographic boundaries. Thank you for your consideration on this matter.

Calloway County High School    Troy Webb    Designated Representative / Athletic Director    No    We are happy with the realignment. Saves us a ton of travel cost.

Breckinridge County would like to petition to be moved to Class 4A District 4 from the current District 3 that we have been placed in. The reasoning behind this petition is to ensure that our coaches who drive the bus to transport our players to the game can travel the easiest possible routes. Both of these districts would put us in a 6 team district in the next cycle so that all stays the same as well. In addition travel distances are essentially the same as outlined below.

4A District 3:
John Hardin- 39 Miles
Nelson County- 71 Miles
Taylor County- 78 Miles
Marion County- 91 Miles
Spencer County- 84 Miles
Total Mileage- 363 Miles

4A District 4:
Christian Academy of Louisville- 73 Miles
North Oldham- 80 Miles (Current District)
Shelby County- 90 Miles
Valley- 46 Miles (Current District)
Waggener- 69 Miles (Current District)
Total Mileage- 358 Miles

In addition to the total mileage actually being less in District 4, our coaches will be able to travel familiar better roads in Highway 60, Dixie Highway, Gene Snyder Freeway and Interstate 64 in order to get to all of the schools in District 4. As opposed to smaller, more unfamiliar roads to Marion and Taylor Counties.

Finally District 4 also allows us to stay with current District teams in North Oldham, Valley and Waggener from our current alignment helping more with familiarity.

In closing we ask for the KHSAA to grant this move for Breckinridge County to District 4 from the current District 3 alignment for the reasons outlined above. Thank you all for your time and consideration.

Dear KHSAA Board of Control,

Garrard County High School (GCHS) formally submits this appeal requesting the reconsideration and reclassification of our football program from the recently assigned Class 4A to Class 3A for the upcoming alignment cycle. We believe a deeper analysis of our current position within Class 4A, coupled with critical projected enrollment changes, warrants this adjustment to ensure competitive fairness.

Enrollment Disparity Within Class 4A
GCHS currently ranks as the third smallest school assigned to the 4A classification based on the official enrollment figures used for this cycle. The two schools smaller than GCHS include a private institution whose enrollment is artificially elevated by the KHSAA’s classification multiplier, meaning GCHS possesses one of the lowest organic enrollments in the entire class.

This placement immediately puts GCHS at a significant resource and personnel disadvantage against the vast majority of our 4A competitors, whose median enrollment figures are substantially higher. Our current structure and size align far more closely with the typical competitive profile of a Class 3A school.

Critical Projected Enrollment Decline
The most compelling reason for reclassification lies in the severe projected decline in student enrollment that GCHS is facing over the two-year alignment period. While classification is based on historical data, we respectfully urge the Board to consider forward-looking demographic realities that will critically impact our ability to field competitive teams in Class 4A.

The Garrard County High School projects a total population loss of nearly 200 students over the next two school years (2026/2027 and 2027/2028), directly leading up to the initial year of the new 2 year alignment being the 2027 Season.. This general decline is reflected acutely in the male enrollment figures, which form the basis for football classification:

School Year
Projected Decrease in Male Enrollment
Cumulative Projected Male Enrollment Loss
2026/2027
Approximately 60 boys
60 boys
2027/2028
Approximately 50 boys
110 boys

A projected loss of approximately 110 male students will undoubtedly drop GCHS's true operating enrollment well below the 4A threshold and deep into the established range for Class 3A schools, rendering the 4A classification obsolete and unfair before the alignment cycle even begins.

Placement if Reclassified into Class 3A
GCHS currently resides in Class 3A District 4: Bardstown, Casey County, Garrard County, Lexington Catholic, and Mercer County.

If allowed to Reclassify into 3A, it would appear the most logical placement would be to be placed into 3A District 5 or 4. Under the proposed alignment those are:
DISTRICT 4– Bardstown, Elizabethtown, LaRue County, Thomas Nelson
DISTRICT 5– Bourbon County, Estill County, Lexington Christian, Mercer County, Western Hills

We believe District 5 would make the most sense for Garrard County to be placed in, with the understanding that District 4, already being a 4 Team District (with the possibility of being a 3 Team District depending on if Thomas Nelson decides to remain out of District play as they did in the previous 2 year cycle) would need to likely add a Team to balance things out. It appears that Western Hills, Mercer County or Garrard County could all be options to go to District 4, however we feel District 5 is the most appropriate placement for Garrard County.

Proposed Enrollment Calculation Method (Grades 9-11)
To offer a more accurate and predictive measure of competitive enrollment for a two-year alignment cycle, GCHS respectfully proposes that the KHSAA calculate classification numbers using only students in Grades 9 through 11 at the time of the official count.

Rationale: The current senior class (Grade 12 at the time of the count) will graduate before the two-year alignment cycle begins. Including seniors artificially inflates (or deflates) the count, basing the classification on students who will not participate in the vast majority of the games covered by the alignment.

Benefit: Calculating enrollment based solely on Grades 9-11 provides a clearer, more representative picture of the student population that will actually compose the teams throughout the two-year period, offering a more equitable basis for competitive balance.

Understanding: While this suggestion may not be feasible for this alignment period due to all the work that has been done, we believe that it certainly should be considered moving forward.

Conclusion
Garrard County High School's current enrollment is already on the periphery of 4A, and our substantial, well-documented projected loss of over 100 male students over the alignment cycle means that maintaining a 4A classification will guarantee severe competitive disadvantage. We implore the Board to utilize the provided forward-looking data and consider a more representative counting method (Grades 9-11) to accurately place GCHS in Class 3A, where our program can achieve sustainable competitive equity.

We are available to present this data and any additional information at a time convenient for the Board.

Thank you for your consideration of this critical request.

Sincerely,

Subject: Request for Football District Realignment (District 6 to District 2)

Dear Members of the KHSAA,

Russell County High School respectfully requests consideration for reassignment from District 6 to District 2 in football. This request is based on student-athlete safety, excessive travel demands, and alignment with existing regional competition.

The most significant concern involves traveling to Harlan County High School. This trip requires 2 hours and 44 minutes one way (5 hours and 28 minutes round trip) and includes a time zone change to Eastern Time. With a 3:30 PM departure—the earliest feasible time with district shortage of bus drivers—students face the following schedule: 2 hours and 44 minutes of travel, 2 hours for dressing and warm-up, a 3-hour game, and 1 hour of post-game responsibilities before returning home. This results in a total time commitment of approximately 11 hours and 28 minutes, with students arriving back between 3:00–3:30 AM local time. That is without a stop for food or restrooms

This schedule creates clear safety concerns, including fatigue for both drivers and student athletes. Because of Lake Cumberland, Russell County, while small in geographical boundaries, does not have many direct roads that can get students home quickly from the school. Students will be walking into their homes after 4:00 AM.

From a broader perspective, District 6 requires approximately 6 hours and 48 minutes of total travel time, compared to 5 hours and 39 minutes in District 2. A reassignment would significantly reduce travel strain and eliminate the most extreme trip currently required.

Additionally, Russell County already competes against many District 2-area schools in other sports within the 4th Region, providing a natural geographic and competitive alignment. Adjusting football districts accordingly would improve consistency for students, families, and staff.

We have been in contact with all representatives from District 2, all parties have agreed that there would be no problems with becoming a 6-team district. Russell County, being a Central Time Zone team, would have no conflicts in scheduling game times. District 6, Russell County would be the only team in the Central Time Zone.

In conclusion, the current alignment places an undue burden on Russell County student-athletes. Reassignment to District 2 would provide a safer, more reasonable, and regionally consistent structure while maintaining competitive balance.

We respectfully request that the KHSAA review this proposal and give strong consideration to this adjustment in the best interest of student-athlete safety and success.

Thank you once again for your consideration in this matter. Please call, text, or email with any questions you may have.

Rowan County Senior High School
Broderick Moore    Designated Representative / Athletic Director    No    We are fine with our current district as of now. I understand schools are not allowed to play up a class but if that was still currently allowed we wouldn't mind to play up a class.

We would like for the board to consider leaving Grayson County High School in class 5A district 4 like we are now. Or district 3 if that helps keep better balance between district numbers. We are in the central time zone but we neighbor Hardin County where the Eastern time zone starts. We appeal every golf realignment for the same reason. With us being on the Western Kentucky Parkway it is much better for our student athletes to travel by bus on the WK Parkway to I-65 to district 3 or 4 opponents compared to taking Highway 185 / 187 to Warren County.

District travel:

Based off of Google Maps Barren County High school is 60 miles from GCHS but takes 1 hr 10 mins to get there driving a car because having to take highways to get to the cumberland parkway. While Bullitt Central is the same distance and only takes 55 mins by car because it is all parkway and Interstate.

Another example according to Google maps Bowling Green High School is only 43 miles away from GCHS but Google maps says it takes 56 minutes to get to that destination. Where once again Bullitt Central is further in distance but has a shorter arrival time on Google Maps

Greenwood High School is 47.5 miles but the destination time is an hour. North Bullitt is 66.4 miles in distance but has the same arrival time as our trip to Greenwood but has much straighter roads.

Playoff travel based off of the FB2025 Draft maps show the 4 furthest trips could be

District 1 furthest trips

Graves County- 150 miles
Marshall County- 127 miles
Madisonville- 79
Owensboro- 61

6A Football District Alignment Proposal for Districts 3, 4, and 5
This document outlines two proposed alignment options for Class 6A football districts 3, 4, and 5. Each proposal is designed to improve geographic balance and strengthen existing competitive relationships among schools in the Jefferson, Bullitt, and Oldham County areas.

Proposal 1

District 3: Fairdale, Fern Creek, Pleasure Ridge Park, Southern
District 4: Dupont Manual, Male, Saint Xavier, Trinity
District 5: Ballard, Bullitt East, Eastern, Oldham County
Proposal 2

District 3: Fairdale, Fern Creek, Pleasure Ridge Park, Southern
District 4: Ballard, Dupont Manual, Male, Saint Xavier
District 5: Bullitt East, Eastern, Oldham County, Trinity
Rationale

Both proposals aim to create district alignments that more closely reflect the geographic distribution of participating schools. By grouping schools within similar regions of Jefferson County, as well as nearby Bullitt and Oldham Counties, travel demands can be reduced and local rivalries preserved.

Additionally, these alignments better mirror existing competition structures in other sports, particularly within the 6th and 7th Region for basketball, where many of these schools already compete against one another regularly.

Under both proposals:

District 3 represents schools located in "southern" Jefferson County.
District 4 represents schools in "central" Jefferson County.
District 5 represents schools in "eastern" Jefferson County and surrounding areas.
These adjustments are intended to enhance consistency across athletic programs while maintaining geographic rivals in district play.

Due to geographic proximity, Bullitt East respectfully requests that the Board of Control consider moving Fairdale into District 4 and move Male into District 3. District 3 would be made of PRP, Manual, Male, St.X. District 4 would be made of Fairdale, Southern, Fern Creek, and Bullitt East.

There are 12 6A schools in the Jefferson/Bullitt/Oldham area. Of those 12 schools there are three groups of three schools that are in relatively close proximity to one another. The fourth school for each district would be a little farther away, but closer to one group of three than any other.

A solution would be to have District 3 be composed of Manual, St. Xavier, Male, and PRP. PRP, to the west, would be a school that is farther away than the other three. District 4 would be composed of schools along the Gene Snyder Freeway, which would be Fairdale, Southern, and Fern Creek. Bullitt East, to the south, would make up the fourth team. District 5 would be composed of Trinity, Ballard, Eastern. Oldham County, to the northeast, would make up the fourth team.

Our proposal is based on geographical proximity as well as access to major thoroughfares such as Dixie Highway, I-65, and I-264 (District 3); Bardstown Road and Gene Snyder (District 4); and I-71, I-264, and Shelbyville Road (District 5).

Thank you for your consideration.

Male would object to any realignment in 6A football that has existed for many years now. The Metro Area AD Association (6/7/8 basketball regions) meets regularly and NO discussion has occurred among these member schools regarding any proposal to revise the geographic placement of teams for Football. Attempts filed to change the districts are self serving and not based on valid geographic reasons. Attempts to change the alignment due to competitive reasons is not the procedure which should be utilized to draw district boundaries.

15 minutes ago, brooksville said:

I agree that if they are going to do a private school multiplier, they need to look into an independent school multiplier. I compiled a list of all the independent schools by class.  However, I think the best formula would be to multiply the number of students enrolled who live outside of the school district's physical boundaries. If a school has a wider reach than its enrollment number shows, that can create a competitive advantage in football. This formula would adjust only for the students coming from outside the district, instead of penalizing every independent school the same way.

Here we go!!

There is a lot to read here but clearly Bethlehem appears ready to take legal action against the KHSAA.

KCD is basically saying the KHSAA and KHSAA Board of Control are ignorant and have no idea what they are doing.  Additionally, KCD suggests a "success factor multiplier" like Indiana instead of an anti-private school multiplier.

The rest of the schools that submitted comments are all focused on their own interests.
