If Cruz got up there and refuses to endorse, which he did, then he comes across as a sore loser, which is the opinion that some people have. But I don't see how option B helps Trump v HRC.

It would help potentially sway those who were still supporters of Cruz, yet that may be borderline voting for the independent, more towards Trump. I think this comes in as an explanation as to why the RNC and Trump didn't really vet Cruz's speech, which is the standard practice. It didn't matter what Cruz said in his speech, it was going to help Trump either way.
