It is absolutely unprecedented that a sitting FBI Director lays out how a person unequivocally violated 18 USC 793f and then does not recommend prosecution.

As a Submarine Sailor if I had discussed any of the classified information that I had access to in a letter (before email), I would have faced court martial and been placed in Leavenworth

VOR, you need to listen to Comey's entire statement and read it. He said there were over 110 emails that were classified when they were sent or received on her servers.

 

Clearance isn't the only caveat. You have to possess the "need to know".

I agree with you, they would rather save their own skin than do what is right.
