Some are detectives some administration most of the rest are on the road. KSP in almost every county works with just a few on duty at a time. Their first line of backup in most areas are the deputies that are out also second line are the troopers in neighboring counties.

Probably more in those areas than you think, but to your point not as many there as in counties with small Sheriff's Depts or small Police Depts. Even if there were no troopers at all in the 20 biggest counties that would only leave an average of 6 per county to cover 24/7 365...meaning on average you'd have1 maybe 2 on duty most of the time. Granted some counties have many more and some counties have very few, but how ever you cut it there aren't many to cover.
