I don't even understand your first statement. First you say not one was under on according to both gauges then you say one showed some under and one showed all over.

 

You're trying to look at all of this in vacuum. Unless all 24 balls were exactly the same, were all prepared the same, all went through the exact same use at practice, were all handled the exact same, and were all inflated in the same conditions, then yes the logic is natural gas law will affect each one differently.
