I believe that is exactly what the KHSAA hearing officer did. Hence the recommendation to approve the waiver for bonafide change of residence. You could do an open records request to verify probably. If I remember correctly the answers to questions 1 and 2 were yes. Which is why it was a little surprising that the BOC voted against the recommendation of the KHSAA hearing officer at the time. I am not sure on question 3. I do not think question 4 is a matter of public record so I do not know the answer to that question. Someone else might be able to confirm my answers but I believe they are accurate.

Come on... . I asked first. I will answer your question. I would hope like any ruling body or court or judge that if rules are broken that the punishment would fit the crime spelled out by the laws/rules for any current or future disputes. That the judges are impartial in their application of these laws/rules/punishments. That each situation is looked at closely and carefully. I think good can actually come from the whole situation because it can show how the rules/bylaws and application of them can work and when they do not work they are corrected/updated/amended. That is how progress seems to be made. I state again, I think the association has and does a pretty good job of managing things. They have a tough job to do and by and large for the most part I think they get it right.

Honest question? Why do you think this? Is your thinking that the association will hold some sort of grudge??? Shouldn't the association be impartial in the application of the rules? (By the way, I think they are actually and do a pretty good job of things)

Yes and the crux of this is that the association did not follow its own guidelines. Their guidelines allow for due process and deference to the courts. When the courts rule, you follow it. Now that the court has ruled, it would seem to make sense that any fines or sanctions incorrectly imposed would be rescinded.

So always was not the right word to use. I think there is no reason why Bellevue, Dayton, or Newport can not be a 1 or 2 seed. In sports like football enrollment size can make a difference. In basketball I think enrollment size has not near the impact as there are 5 players on the floor at a time.

NCC is 1A in track, HHS is 2A in track

So why do they think they can not be a 1 or 2 seed?

With that type of mentality, I guess you never will be more than that. What is stopping you from being a 1 or 2 seed?
