If a school voluntarily moves up in Class should you be able to transfer immediately?

If a school voluntarily moves up in Class should you be able to transfer immediately?
So would they have to transfer to a school that has a higher chance of winning a state title? Who determines that schools % each year? Because it would change every year?

If a school voluntarily moves up in Class should you be able to transfer immediately?
In this scenario, if I play football for a team my Freshman and Sophomore years and then they change the non-district schedule (as everyone does every 2 years) and they add a better school I should be able to transfer because they are putting me at risk. So, because of that argument, I will say NO. But....... I think a person should be able to go to whatever school they want to, whenever they want to. The reason would be that they WANT TO, no other reason needed.

So what is an "offer"?
This is just a general question. Wasn't referring to anything. Just curious on what people thought on this. Another instance is what about a phone call from the coach saying they want you on the team but they do not have any scholarship money available. Is that still and offer?

So what is an "offer"?
Is an offer when the coaches say they want you on the team?? Is an offer when they give you a full scholarship? Is an offer when they say they want you on the team but do not have a scholarship? What about if you get a letter and they say "wanted to let you know that, after watching your film and reviewing your academic credentials, you are the exact type of student-athlete that we want here at..." or "You have been identified as a potential recruit for us in our 2019 class and our staff is very excited to begin the recruiting process with you!"

2017 Highlands Football Banquet
I know a lot of teams have backed away since Hudl and the kids making their own throughout the year. Things have definitely changed that way a lot of places.

Jacob Ratliff - Junior - Oldham County - S/WR
So, with a new coach and a change of position, I was worried about how Jake would adjust to the new "system". Coming in behind everyone else on the team due to playing baseball and missing spring ball, he had a great season. The team improved from the 3-7 mark to go 7-4 in the regular season and finishing tied for 2nd in the district and making the playoffs. The team lost to Highlands in the 1st round but I definitely saw a great improvement in the team play. Jacob was 1st Team All-District in 2016 as a Sophomore at OLB after leading the team in tackles with 79. Coach Fox comes in and decides that he was needed more as a strong safety and made the move. Jake responded to the move be recording 50 tackles, with 10 of those being tackles for loss. He also led the team in Interceptions and tied for 5th in 5A with 5. Also, he was the only player that started both sides of the ball, the only time he was off the field was punt, field goal, kickoff and kick return. He was selected 1st Team All-District in 2017 at the DB position. Super proud of this kid. Not to mention he did all this and also has a 3.79 GPA and already scored a 28 on his ACT as a sophomore. Take some time and watch his season Highlights and please give some constructive criticism and/or praise as you deem fit. Thanks in advance guys. 2

What schools will see a change in class in the next realignment?
I heard rumors, I don't know for a fact, but I heard Oldham County may be moving back up to 6A after this coming season.

Interception Leaders for 5A
Shout out to Jacob Woolum for Perry County Central for returning 3 Interceptions for Touchdowns this season. Pretty Awesome feat. There are other players with 4 or less, I just included Mr. Woolum because he had 3 pick 6's.

South Oldham 35 Highlands 34
Let's not forget about South just running all over the defense, had 2 backs over 100 yards each a cording the the live broadcast. Let's not forget about the 2 drives south failed to score in Highlands territory or the dropped TD south had on 4th down.

#4 South Oldham vs. Highlands (5A Second Round)
South Oldham held Lucas Jones to 20 yards and he rushed for 120 against Highlands. their rush D may give Highlands some issues and SO running game will give Highlands fits

Highlands 34 Oldham County 7
Another question here. So this is Hihglands 1st TD, can someone explain to me what the referee is doing. To me it sure looks like he is marking him out of bounds back at the 5 but the other reff signals TD and he just stands there for a few more seconds, holding his arm out and then walks away? Is this just something they do? Mark a spot where they might have looked like they stepped out of bounds but didn't? Highlands High School - Coach Ratliff highlights - Hudl Its the second play.

Highlands 34 Oldham County 7
I'm sure the 2nd and 53 didn't help
-
Highlands 34 Oldham County 7
Highlands didn't change, starters were in and still throwing the ball. They only had 3 possessionso the 2nd half
-
Highlands 34 Oldham County 7
So does the ball ever hit the ground? The video and the picture here both show control. The only thing we will agree on is the reff called it incomplete.
-
Highlands 34 Oldham County 7
So the video and the picture shows that his hand controlled the ball all the way through the catch. Thanks for the picture.

Highlands 34 Oldham County 7
His hand still looks like it is under it?

Highlands 34 Oldham County 7
It might have been or it could have been a bad snap. My point is blown calls. Just like this none td. Look at the reff on the goal line wanting to give the TD signal but following the lead of the reff in the middle. Check out this highlight Highlands High School - Coach Ratliff highlights - Hudl

Highlands 34 Oldham County 7
OC led in rushing 158 to 132 and Lucas Jones led all rushers with 20 carries for 129 while Schwalbach did have 12 for 111. OC led in passing 167 to 146 and Zach Young led all receivers with 12 catches for 108. OC did pick up an interception on Schwalbach late in the 4th quarter by Jacob Ratliff giving him 5 on the season. The second half, with their 1st team still in the game saw, saw highlands have only 3 possessions that included a 2nd down and 53. They turned it over on downs, then a punt, then interceptions. Highlands used big plays, short fields, and captalized on a score from special teams and defense. OC dominated time of possession 34:41 to 13:19 but Highlands dominated what mattered, the scoreboard. It seemed to me that there were some blown calls through out the game. Especially the TD where the reff 2 yards away called TD but the reff who was 26 yards away over ruled him. This was the 1st drive of the game. Check the photo, this was called a TD for Highlands. Good win for Highlands, next up is South Oldham.
