It is called by the umpire and is a snap infraction. Once the ball is set the center cannot lift the ball off the ground to adjust his hand placement.

Not saying it wasn't said but how do we know it was exactly as given? Then everyone comes in with " he should be suspended" " never allowed to officiate again" etc... My only problem with these "scenarios" is we take as complete truth a quote someone post in a public forum. Trust me kids do not always give an accurate accounting of interactions....again certainly not the thing to say in regards to starter versus non starter if it did occur as posted.
