Bush is not going to be franchised tagged by the Raiders. So he is going to be a free agent, and available for the Bengals to go after.

Running backs aren't that hard to come by IMO. I wouldn't waste trading a 1st rounder to move up. Just sit back and wait, you can find a good running back in the later rounds.
