They could have got a Casino passed in the past if they really wanted one, but for some reason, the horse racing industry is scared to death of Casinos. One of the first games that were going to be offered was betting on NFL games each week. A line was to be published mid week and then you could make parlay bets on as many teams as you wanted. The Lottery was only going to print the City names and call it Professional Football, no mention of the NFL or Team Names...just Cincinati vs Pittsburg -8 or New York (A) vs Kansas City +3 The NFL stepped in and either sued the state or threatened to and it was cancelled. This ruling did not make gambling and casinos legal everywhere. The Supreme Court just pushed the laws on gambling down to the state level.
