I am surprised it passed. I think that the dead period is a good idea.

With all due respect to Jim (Call me Mister) Sexton, doing away with the dead period may be the single dumbest move evert in the history of the KHSAA. I hope the BOC has enough good sense to can this terrible idea.

No dead period puts parents and kids in conflict. No varsity football player will want to take a family vacation if he is going to miss practice. Trust me, I've lived through this one simply over one day.

 

I would be curious to hear why this was originally proposed and what the logic behind it was.

Getting rid of the Dead Period is a terrible, terrible idea. Horrendous idea. Bad idea. Horrible idea. Appalling idea. Awful. Dreadful, ghastly idea.

I don't think they are getting rid of the "dead period", they are just cleaning up some of the rhetoric that is in bylaw 26.

Rationale – This proposal would restrict play in any organized

outside competition by a member of a school team sport team

during the sports season and in that sport for which the student

represents the high school. The students need to choose whether

they desire to play for school teams or community teams during the

school season as defined in Bylaw 25. By doing this, and eliminating

the dead period, we allow unlimited play in the summer, and no

play other than school play during the defined sports season. The

decisions regarding Dead periods, and restrictions away from the

coaches and school facilities, etc. are best left to the local schools

and not a central governing authority. The change also prevents

the circumvention of certain health and safety rules, such as the

baseball pitching limitations, by making sure that the athletes are

adhering to those restrictions during the season. This proposal

received widespread approval in 2005, but with the confusion of

amendments, etc., the author decided to bring it back again this

year.

 

PROPOSAL 5

Proposed by Jim Sexton, Eastern High School – An amendment to Bylaw 8 to

specify that if a student participates on a school team, they may not also compete during that sports season on an outside team. This provision would apply to baseball, basketball, football, soccer, softball and volleyball. This proposal would also eliminate the Dead Period Provisions of Bylaw 26.

 

Bylaw 26. Summer Sports and Sports/Activities

Sec. 1) School Team Play in Summer

Member schools may participate in sanctioned play during

the summer to complete spring seasons in baseball,

softball, tennis and track and may begin sanctioned regular

season play and practice as defined by Bylaw 25 prior

to the opening of school in cheerleading, cross country,

football, golf, soccer and volleyball. Only participants eligible

during the spring semester may compete on the school

teams. All KHSAA eligibility rules apply, and full control of

the summer program shall remain with the participating

high school and the principal of that school.

Sec. 2) Summer Dead Period

Students may not receive coaching or training from

school personnel (either salaried or non salaried) and

school facilities, uniforms, nicknames, transportation or

equipment shall not be used each year in any KHSAA

sanctioned sport or cheerleading squad during the period

beginning with June 25, and going through July 9. School

funds may not be expended in support of interscholastic

athletics in any KHSAA sanctioned sport during this period.

These restrictions shall not apply to postseason wrap-up

activities, celebrations and recognition events relating to

a spring sports team at a school which participated in

KHSAA state championship play in that particular sport

during that particular year.

 

I have included the text of the proposal, the capsulated version included with the results from KHSAA.ORG and the text of Bylaw 26. Follow the link Revised Bylaw 26 and you will see that all mention of a dead period has been eliminated per this proposal, in effect allowing individual schools to determine their own rules. Basically no dead period will exist. There is no clean up of language in Bylaw 26 just striking the dead period provision. That's ludicrous. That means that each sport will determine when to give their players time off so kids that play multiple sports my NEVER get any time away from sports.

From what I understand, there was an amendment, and Sexton said to "strike" the stuff about the dead period being eliminated.

Mr. Sexton did propose that the "dead period" elimination be stricken from the proposal.

 

The dead period will remain as is and will continue each year at the same time.

There was an amendment to the proposal. The Dead Period is still in affect.

Guess Mr. Sexton did not want his proposal to be shot down by the BOC. Or maybe, the delegates would not approve the rest of the proposal with the elimination of the dead period still in there.
