I am not sure how the governing accreditation body that UNC is a part of, doesnt lay some type of smack down on them.

But, you mention that Bilas says the NCAA cannot penalize UNC for an academic program that was available to all students. So my question is, what is the punishment that it appears the womens basketball team will receive, stem from?

April 30, 201610 yr I'm not sure what you are saying. You said that they are "NOW" able to enforce such rules. I'm assuming that they can't enforce them prior to the current rules being in place. Is that what you meant in your first statement?
