I thought it was half the distance whenever the full penalty is greater than half the distance. So if it's within 30 yards then a 15 yard penalty makes it half the distance. Under 20 anything over 10 and so forth.

 

Makes sense.

 

Even now I'm fairly sure that's what it is. At least at some levels. I looked it up and several say it's that.
