Breathitt County/Jackson City Merging?

Featured Replies

That's the rumor going around. Apparently Jackson City is broke and isn't making any money.

Are schools supposed to make $? thought they were not for profit and to teach our kids.

Not in Breathitt County!!!!

If they dont have the funds to pay the teachers and facilities then how are they supposed to operate.

Are we talking a complete school merger, I'm assuming?

Just asking because it's in the boys basketball forum. I'm not guessing you mean that they are going to have a mutual basketball team. (I'm not sure, but I'd imagine that's not kosher for competing in the KHSAA.)

I am certain if this is true and I have no idea, it would be a school system merger. In general terms if an independent district is financially bankrupt and cannot generate enough revenue through taxes, student enrollment (majority of state funding attributed to this) etc., then the Kentucky State Statutes determine that the county district in which the independent district is in must absorb their students and the former system is now governed by the county district. This happens more than people think. Webster County took Providence recently and next year Wayne County is expected to take Monticello. It is becoming more and more difficult for small Independent districts with a low tax base and declining student populations to make it. It often isn't mismanagement of funds, it is a lack of revenue. They could ask for a tax increase from the residents, but everyone knows that is extremely difficlt to pass. Let me be clear on this Breathitt County has no choice on the matter when it is financial.

Jackson can ask for a 4% that is nonrecallable I believe.

They could but it likely would not be enough. That is 4% of their existing cents on the property value rate, not a 4% increase of teir total value. Very confusing, but it really isn't as much as people think. Probably would be less than 25K to them

I talked to a couple of Breathitt countians last night at the All A semifinals in Jackson and they told me this was probably the last year for Jackson City. No money to run the school. Jackson has struggled financially for the past 25 years. Maybe it's got to the point where they can't go on any longer. I believe they have around 100 students in their high school. I don't know how many they have K-12.

If Jackson City does indeed close, it will probably kick into gear the KHSAA restructuring the basketball districts. That would leave the 55th with 3 teams. One of the 53rd teams would have to be moved to the 55th to fill the void, since the 53rd has 5 teams---Cordia, Jenkins, Knott Central, June Buchanan, and Letcher Central.

I think it's on the KHSAA's agenda anyway due to the consolidtio of the 3 schools in McCracken County, and the loss of Monticello to the Wayne County system.

Now the question is, does the students/players at Jackson City go to Breathitt County or somewhere else?

They would go to Breathitt if Jackson City were to close.

Wouldn't they have an option to go to a school of their choice if the parents were okay with it or would they be forced to go to Breathitt?

I'd say Breathitt because they are the only public county high school. They could go to another school but they would probably have to pay tuition.
