They're not going to do that. They will be going to the most convenient school, and that would be Breathitt County.

What is the high school enrollment at Jackson City? Could a merger bump the numbers at Breathitt County making them 4A in football, perhaps?

Per KHSAA enrollment numbers Breathitt has 702 students 9-12 and Jackson City has 105. A consolidation will increase Breathitt to around 800 students.
