Jails across the country have become vast warehouses made up primarily of people too poor to post bail or too ill with mental health or drug problems to adequately care for themselves, according to a report issued Wednesday. The study, “Incarceration’s Front Door: The Misuse of Jails in America,” found that the majority of those incarcerated in local and county jails are there for minor violations, including driving with suspended licenses, shoplifting or evading subway fares, and have been jailed for longer periods of time over the past 30 years because they are unable to pay court-imposed costs. The report, by the Vera Institute of Justice, comes at a time of increased attention to mass incarceration policies that have swelled prison and jail populations around the country. Madison police last week roughed up a 57-year-old Indian citizen who was walking on the sidewalk outside his son's home, leaving the older man temporarily paralyzed and hospitalized with fused vertebrae. "He was just walking on the sidewalk as he does all the time," said his son, Chirag Patel, this morning. "They put him to the ground." No crime had been committed. Madison Police on Monday issued a statement saying the department had suspended the officer and were investigating the use of force in this case.   3. Columbia, SC (WLTX) - A House subcommittee has approved a measure that would temporarily close South Carolina State University to allow the school to correct its finances. The Higher Education and Technical Colleges subcommittee approved the measure on a 3-1 vote Tuesday afternoon. The bill still must go to the full House Ways and Means committee, and potentially the entire House, for consideration. Another House panel met later in the day to discuss the matter further, but after nearly an hour of conversation, tabled their work until Wednesday. If approved, the school would shut down July 1st, would remain closed for the entire 2015-2016 school year, and would reopen in fall of 2017. All programs, both academic and athletic, would be affected. The school's president and board of trustees would be fired, and faculty and staff would be dismissed. The state would assume all debt and pay off all outstanding debts to vendors and loans made from the Contingency Reserve Fund.   10. The Vatican is finishing renovations on public restrooms just off St. Peter's Square that will include three showers and a barber shop for the homeless. Each "homeless pilgrim," as the Vatican called the clients Friday, will receive a kit including a towel, change of underwear, soap, deodorant, toothpaste, razor and shaving cream. The showers will be open every day but Wednesday, when the piazza is full for the pope's general audience. Haircuts will be available Mondays. The contents of the bag are on loan to the Smithsonian. The white cloth container was immediately identifiable as a Temporary Stowage Bag, also called a McDivitt Purse by astronauts. It was designed to attach inside the Lunar Module. It opens at the top like a clutch purse or an old-time doctor's bag. Dr. James Andrews is scheduled to perform surgery Tuesday to repair the injury. Detroit has not announced a timetable for Martinez's return. General manager Dave Dombrowski said the injury hasn't altered Detroit's approach to the offseason -- not yet, at least.
