In last night's Fort Campbell game against Heath, Fort Campbell made an obvious offensive pass interference infraction. What I want to know, if anyone can help, is why does the penalty lose a down AND move the ball back 15 yards? Thanks and Later.

It was a really good game for the Falcons. I didn't know what to expect with Heath but, the Falcons pretty much shut 'em down. Heath couldn't move the ball and they couldn't really stop the Falcons either. Later.
