In last night's Fort Campbell game against Heath, Fort Campbell made an obvious offensive pass interference infraction. What I want to know, if anyone can help, is why does the penalty lose a down AND move the ball back 15 yards?

The same call was made in the Madisonville-Lone Oak game, and the same penalties were assessed.

My understanding is that Kentucky and Ohio's committee reps on rules committee has tried to get that one changed for years. The committee is one from each state, and many of them think that by having 15 and a loss of down, it makes it on par with defensive interference being 15 and an automatic first down. personally feel like it is like saying a large apple equals a large orange, but it has been a difficult rule to get changed according to committee members.

What exactly is the pass interference rule in high school? Can you jam receivers at the line? Does it matter if a ball is catchable or is it automatically interference if there is contact while the ball is in the air even if the ball is thrown out of bounds? And while we are at it, what about grounding? What does it take to get an intentional grounding call in high school?

There are 4 Defensive Penalties (as I understand them) which carry an Automatic First down. Your three 'roughing' calls and DPI.

 

Likewise -- there are 4 Offensive Penalties which carry a LOD -- OPI being one of them.

 

Does that help at all -- and like most -- Judgement call. Both receiver and defender 'have a right to the ball." Uncatchable is not a HS rule. Doesnt matter - if the Ball is thrown out in the parking lot.

I don't know if it is still like this but PI in high school us to be any time a ball is in the air.

PI on offense starts at snap of ball. On defense when ball is in air. Receivers can be jammed as long as ball not in air. There is supposed to be an illegal contact call on defense but I have never seen it called. When a receiver is no longer a potential blocker he cannot be contacted by defender. There is NO uncatchable pass in HS.

I think it should be both 15 yards and loss of down.

Intentional grounding is always the judgement of the white hat. He is looking to see if there is an eligible receiver in the area of the pass. In high school it does not matter if the QB is outside of the takles
