No doubt that he should have been fined for his hit on Brees.

The Bengals don't have this problem because they never get to the QB.

No way anyone can defend this hit. Brees had clearly already let go of the ball, and Harrison lowered his head to purposely lead with his helmet. Guy deserves any fines or serious injuries he may get from these kind of plays.
