Theoldguy Posted May 8, 2009 Posted May 8, 2009 It's by vote among the head coaches in the district. Dayton, Newport Public and Bellevue always vote to draw. Some years they get lucky and get to the region, then there are years like this one, where Bellevue would have been the 2nd seed and would have faced HHS instead of NCC, but......:idunno:
