Not only do they have poor facilities, they also can not afford very good teachers. Not really where many teachers are dreaming of going after graduating...

I'm white, you yourself admitted how many white people are poor, my family was anything but wealthy. I was raised by my mother as my parents were divorced since before I was three, I had two sisters. We didn't have much, I've done alright for myself, other whites have not. It works the same for blacks. Some don't allow themselves to get caught up in a never ending cycle, some do.
