January 7, 200818 yr The 18% is a Big III creation. There was a poll in I believe the Herald-Leader asking who was UK's biggest rival. 18% said Duke, so we deemed the 18% as the number of the UK "vocal minority". It's taken quite a life of its own since then. Hope that helps.
