In politics, TIMING is everything. There may be (and probably are) strategic reasons why Fred is hanging back, biding his time until the right moment. And, believe it or not, he probably will not tell YOU (or me) his plans and reasons until it happens. I hope your comment was just a "cheap shot" -- that you really DO understand that there can be reasons a person might want to delay his/her "officially" entering the race....
