Seems like you would have to pay for everything in rolls of quarters because that would be the easiest way if it was all in change. If you pay $500k for a house, that's a lot of quarter rolls. Unless you're in Gaza, West Bank, Golan Heights or Iraq, the middle east is 50x safer than Harlem. I would wager that per capita, the crime rate is much higher in Harlem than pretty much any other Middle East city.
