What makes it a block, in your opinion?

Really gutsy play by the defender there, and that’s a tough call to make in real time - but it looks to me like the kids feet are moving when contact is initiated.  Wasn’t set.  Block.

You can be moving and take a charge. 

He literally jumped sideways into the kid. Lex Cath kid didn't even extend a forearm or dip a shoulder. Incredibly weak charge.

He pretty clearly lowered his shoulder.

Defender slid in kinda under the ball handler and closed the distance to the ball handler. Ball handlers shoulder does lower slightly but it's as he begins to fall as a result of the defenders action tripping him up.

It doesn't look to me like the ball handlers path is what created the contact, but the defender moving into him.

Easy Blocking call.

The ref would have been better off with a no call, certainly not a charge.  Never saw a call like that in the 9th region, but it was a 9th region official.

IMO, the ball handler initiated the contact, and went directly into the middle of the defenders chest. The defender was sliding (which isn't a problem), and I don't see it as he slid "under" him. He just beat him to the spot.
