Shelter and food are up there. 

In emergencies they could train a few fans to ref from the bleachers where they have already perfected their officiating skills. ?

I have the utmost respect for basketball officials. The fans and coaches are right on top of them. That being said if anyone truly replies to this thread, the average answer would be “I’d love to but I’m just to busy”. Numbers are down in the 9th region and will be dropping in the future.

At the very least they should be able to tag in the truly unruly Head Coach for a little role reversal. Probably a more effective tool than the warning/T.

The guy with no relation to any of the players but never misses a game or a traveling violation. 

There are several reasons why I can't do this. However, even without the obstacles preventing it, I'm just a poor basketball official.  I watch the ball the whole time, even when I should be watching something else.  I know the rules very well, and as long as what is happening happens on the ball I'm good.  But someone could karate chop someone off the ball and I'd never see it. Which is weird because when I'm watching from the stands I often pay more attention to the action in the lane and on the back side. 

I was a baseball umpire for about 25 years, and I think I could also officiate wrestling.  The difficulty for me is the travel.  If it was just officiating in and around Nelson County, I'm in like Flynn.  But since you are generally a region official, getting sent to, say, Greensburg, I just can't do it.  I'm old.
