Ban tailgating for the remainder of the season.  It punishes the truly guilty and partially eliminates the problem from reoccurring.  Since a lot of people are slightly intoxicated when they walk in.

Not sure how effective that would actually be.  A lot tailgating can occur off campus and besides anybody that wants to arrive drunk can do so regardless of the location at which they imbibe. 

A $250000 dollar fine does little to nothing.

UT should use every resource they have to identify those involved and ban them from all athletic events for life. Maybe even use legal avenues against the fans to recoup some of that $250000. You won’t catch them all but you’ll identify plenty enough to send a message.

If people see fans being banned for life and taken to court for damages, they’ll all fall in line.
