Todd Packer and Champ Kind from Anchorman are the same character. David Koechner is a phenomenal actor.

Before the final season of GOT the answer to this question for me was easily Joffrey.

 

Though that final season almost ruined my opinion of GOT. I'll second the vote for Todd Packer.
