I can't read the WSJ article you posted but the news I found from October just talked about the Fund and says nothing about where or how much of it will be invested...anywhere including in the US.

 

Looking back at the November announcements I still don't see any commitment to 50,000 jobs in the US.

There was none in November.

Is this a different fund than what Mr Trump referred to?
